How can you force people to sell all their generation at cheap rate, and buy from grid at very high rate for personal use. That is extortion.
Internationally Gross metering is rare. If Pakistan govt wants to go that route then they must exclude existing net-metering users. People were encouraged so they made huge investments in order to saving money in the long run through net-metering.
If net metering is hurting they should just ban connections exceeding 25 KW. Let residential/small business consumers save some money.
If the govt thinks they are going to reduce losses by doing this they are mistaken. It would be another stop gap arrangement. People will switch to hybrid system with large battery banks. Govt will loose millions of $ reserve importing batteries.
The real issue is the stupid contract they did with IPPs but who here wants to fix the real problems. They all themselves are invested in it.
